  1. Call to order - 7:30PM


  2. Review/approved March minutes: M/S: Frank, Beth


  3. Treasurer's report - Sonya distributed P & L, balance sheet (to be attached to final minutes)
    1. April:
      1. Landscaping at parking lot - $5937.
      2. Light improvement at mailboxes - $551.
    2. Within budget
    3. Books currently with a CPA
    4. No decision on 2006 taxes; will take some time to determine.
    5. Dues in arrears: Brian Sells will contact affected residents. Liens can be placed on homeowners not paying HOA dues.

  4. Committee Reports
    1. Covenants - two were open
      1. i. Dog problem
        1. Dogs got over invisible fence
        2. Notification letter sent to resident
        3. Issue resolved.
        ii. Two flatbed trailers parked in neighborhood
        1. Since December
        2. One parking location is a rental property.
        3. Warning notice a mailboxes was torn down.
        4. Letters will be sent to the two residences.
      2. Storage Unit on Wavy Oak
      1. Been there four months.
      2. Resident remodeling basement.
      3. Action to be taken???

    2. DRC
      1. New construction on Lockridge
        1. Will start in two (2) weeks.
        2. Survey line issue.
        3. Need to check records.
        4. Survey marker was removed.
        5. Construction was approved, but needs to be readdressed
        6. Brian Sells will speak with Jim Montgomery.

    3. Landscape
      1. True Chem sprayed
        1. Did walking path in common area, playground, parking lot.
        2. Cost: $625
        3. Will repeat in Summer, Fall.
      2. Cal (mowing)
        1. Quote - $5870
        2. Slightly over budget, but will approve.
        3. Question: Does Cal have a towed implement to remove dead weed stalks? Beth to check
      3. Drainage problem along walking path; could pave path but would detract from area ambience and would be costly.

    4. Maintenance
      1. Lights redone at mailbox
      2. Parking lot redone, 4/18. Both projects look great!
      3. Next project - Well
        1. Not working now
        2. May not be deep enough? May need to drill deeper
        3. Water permit needed?
        4. Bob will talk to Mario and to local builders per above issues.
        5. Can we use the windmill to pump water? (Nice touch to common area.)

  5. Old Business
    1. Brian Freese will generate/update/maintain resident email and master phone lists.
    2. Welcome committee
      1. Beth talked to Gerry Major.
        1. New residents contacted only every 5 months
        2. Gerry and Barbara Dienes will revive effort.
        3. Sonya will give Gerry and Barbara new resident addresses.
        4. Sonya gets notice when new resident moves in.
      2. Covenants - Official "golden copy" of Wissler covenants resides with El Paso County Clerk
        1. Will put on website

  6. New business
    1. Review of individual water allocation issues.
    2. Request to review new home plans for garage placement so that it conforms with covenant to not face the road.
    3. End of month group email to inform neighborhood on:
      1. Cell phone tower survey/vote to research possible tower location
      2. Recruit people for neighborhood watch
      3. New people on committee
      4. Replacement board member (Tony Gallo is moving.)
      5. Upcoming meetings.
      6. Stones around driveway culverts.
        Beth will do the newsletter, Brian Freese will email.
