Wissler Ranch HOA Board Meeting

The meeting was called to order at 7:40 PM at Dave Aspenson's home. In attendance were: Gene Bergmeier, Dave Aspenson, Bill Fischer, Marne Trujillo, Kathleen McCormick, Pete Popp, Dan Rogers, and Nancy Shanley. Kevin Light was unable to attend the meeting.

The new board spent a few minutes getting to know each other; how long they've lived in the neighborhood and why they wanted to participate on the board.

Pete talked a little bit about the expectations of how the board will conduct business. He suggested that we give our opinions frankly and when disagreeing with other board members we should do so in a non-confrontational manner. He requested that once board business has been decided upon not to revisit the issue unless new information comes to light regarding it. Pete also suggested that we have an executive meeting 30 minutes prior to the open meeting each time we meet. The board will be meeting every other month: Jan., March, May, July, September, November. The meetings will be held the second Thursday of each of those months at 7:30 PM, with the executive meeting being held at 7:00 on those dates. Pete requested that since we are only meeting 6 times next year that we should all commit to making the meetings if at all possible.

Dave said that as it was a new year, we needed to vote on President, Vice-President, Secretary, and Treasurer. Pete nominated Marne as the new Secretary, the motion was passed. Nancy will assist Marne. Kathleen nominated Dave for treasurer. This motion was passed. Bill said he would help Dave when dues time rolled around. Marne nominated Kathleen as Vice President. Again, the motion was passed. And, Kathleen nominated Pete as President. That motion passed.

One of the things that came up when discussing offices was that there are certain times that the officers need the help of the other board members. It will be up to the officers to request help. Marne and Kathleen are going to work on the data base. Marne will take meeting notes and get them out to members. Nancy and Marne will work on mailings together. Bill will help Dave with dues, title company letters and whatever Dave needs for him to do. Dave, as treasurer will keep the HOA mailbox key and check the mail. Kathleen will still work with the water issues and ballots for the annual meeting, but they should be more streamlined this year. Any board member can help her with those items.

Committee Reports:

Covenants - Gene will continue working with covenants. He said it is easier for him if people e-mailed him with covenant issues. Pete requested that he keep the board up to date as far as violations, compliance, and outstanding issues. Gene said he has a data base set up and is prepared to do this. Kathleen and Dan said they would help Gene when he needed help.

Welcome Committee - Pete had a report from Kathy Miller, but since Marne is on the committee, she reported. On the committee are: Kathy Miller, Marne Trujillo, Rebecca Rogers, Joni Swinford, Cindy Shepardson. Marne said that Rebecca had come up with a gift bag to deliver the wine and baked goods to the new residents. She reported that the people just loved getting greeted this way.

Design Review Committee - Pete chairs this committee. The other members are Bill Fischer and John Monson. Bill said he thought they needed an odd number on the committee. Kathleen said that if they had a vacancy she would be glad to be on this committee. The new guidelines will be mailed with the upcoming newsletter. It was suggested that when the committee gets new plans that the buyer/builder should get a copy of the guidelines. Kathleen wanted to make sure the covenants were enforced. Bill said that some things just got by them, but that they were doing the best job they could. The external water meter is now highlighted in the new guidelines.

Landscape Committee - Kevin Light has expressed interest in heading this committee. There is a budget for basic maintenance, mowing, seeding, etc. Kevin will be able to take care of maintenance using his best judgement. Any capital improvements will have to be approved by the board. This policy was implemented last year.

Treasurer's Report - Dave reported that our cash balance at this time (end of Dec.) is $21,835.88. There are about five or six homeowners who have not paid their dues, but Dave thinks that we might not have their correct addresses. He will follow up on that. We discussed adding interest, but we said that there needs to be an announcement if we were to do so. At this time, Dave did not think that was an issue as, once again, he doesn't think the homeowners got their letters of dues due. Marne suggested that the dues letter go out at a time that is more reasonable for Dave. May 1 is the date that the letters will go out. The budget for 2002 has not yet been accepted. It will be included in the Jan. newsletter with the information that the budget will be voted on at the March 14 meeting. It does not have to be "approved" as long as it is not "disapproved" it will be the budget.

Gene reported on covenant violations. There were two homeowners who were late to report their water usage. Gene sent them a letter saying they could pay the $120 fine or have an external water meter installed by late Feb. One of the homeowners already called saying they had a meter installed. Three homeowners overused a significant amount of water. They were sent letters telling them they owed fines, which are due the end of Feb. Gene also will send letters to homeowners who do not have external water meters telling them that the meters are required to be installed by May 1.

Other notes - Kathleen will maintain the data base of names and addresses in WR. Pete said that when the DRC completed the final check, he would give Kathleen the owners' names, addresses, etc. Kathleen noted that there is trash near the tree line of the commons area. She was uncertain who it belonged to and said she would investigate.

The next meeting will be March 14 at Bill Fischer's home. Pete asked that we come ready to discuss improvements to the common area. Dave will look into insurance issues if a swing set is installed.

The meeting was adjourned at 9:00 PM.
