The executive session was called to order. The topic was the 2003 budget submitted by Chad. There was some discussion of what is considered a capital improvement versus what is considered maintenance. There is not precedent set since this is the first year that we separated capital improvements from maintenance. In addition, there was discussion on the level of breakout needed for the in the budget proposal to homeowners. It was agreed that there should be one extra level of breakout on 'Capital Improvements'. We will not need an extra level of breakout for maintenance, though. The hope is that homeowner's will then understand the necessity of needing to request a 10% increase in dues.

The proposed budget and Pete's introduction letter will be mailed out this month to notify all WR homeowner's of the proposed 2003 budget.

The second topic was slash piles. Ken Bonitz has done some significant research to come up with some options to help WR homeowners clean up their slash piles. Ken spoke to Tri-lakes and asked what they could do to help us control slash piles. Brian from Tri-Lakes Disposal said that a normal 30-yard container would clear 5 acres. Typically, they charge $345 to clear one of those containers; however, he said that he would charge us only $250 per 30-yard container to do a weekend drop-off. Ken said the board should determine if we want to help with costs or if we want individual homeowner's to handle the costs. It was agreed that the board should not cover these costs, but we can help promote "slash-pile" pick up weekends.

The next topic was the covenant violation at the Wilson's. The violation was a trailer on their property that was visible from a neighbor's yard. Mark said he visited her house and viewed the trailer. He said he feels that Shari has made every attempt to conceal the trailer. Also, the covenant violation that was cited stated that trailers couldn't be visible from any other home. Mark feels that her camper is now not visible from any place. The person who placed the complaint says that the situation is ok now.

The next topic was WR membership in a fire district. Wissler Ranch is currently not a part of any fire district. This is a concern since individual Homeowner's insurance rates can go up. This has already occurred with some WR residents. The options we have are to either join Westcott or Tri-Lakes. Ken, Kevin and Pete will get together to meet with the different fire districts. Right now, if a fire happened, the surrounding fire districts would come but no district is tax liable.

The final topic was Lorenz' fence and covenant violation. Pete said we needed to dismiss the homeowners present. Sandy asked why we had not told the Lorenz' that we would be discussing the fence and why they needed to leave. She said that at the November meeting we agreed that the board would notify a homeowner if they had a covenant violation that would be discussed at an upcoming meeting. Pete said that we were discussing our attorney's issues and that since this is a confidential matter and discussion of it outside of board members would violate attorney/client confidentiality privileges, homeowner's at large and the Lorenz' should not be present during this discussion.

All homeowner's at large departed except for Gary Fish. Gary stayed since he is on the Covenant's Committee and he should be involved since this relates to a covenant violation.
