Meeting Called to order at 7:18 PM 15 July 2004
- Board approved January, April and May 2004 minutes. There are no minutes available from the Feb 2004 HOA meeting due to voice recorder mal-function. The Board voted to approved the minutes for the Feb 2004 HOA Meeting as follows:
Board members present at the Feb meeting were: Mark Cookson, Ken Bonitz, Gary Fish, Bob Lorenz, Marne Truillo, Jim Montgomery, Shari Wilson and Mike Coulup. The 2004 Budget was presented and approved at this meeting, with Bob Lorenz abstaining from the vote and all other board members voting to approve. The Approved 2004 Budget is provided as attachment 1 to these minutes. The Approved Budget will be submitted as the approved minutes for the Feb 2004 Board Meeting. - Mark Cookson motioned to appoint Gerry Major and Nick Dienes to the Wissler Ranch HOA Board of Directors. Mike Coulup seconded the motion, there was no discussion and the Board voted for approval of the appointments. Mr. Nick Dienes and Mrs. Gerry Major were appointed to the Board of Directors. After these appointments, the Board of Directors has seven current members with two open seats. Anyone wishing to volunteer to fill the remaining seats should contact the Board.
- Gary Fish has volunteered to serve as the Vice President of the Board, and Mike Coulup has volunteered to serve as the Treasurer.
Treasurer's Report: See Attachments 2 and 3.
- As of 11 July 2004, the WRHOA Bank Balance is $54629.33
- As of 11 July, 107 of 133 Homeowners have paid their 2004 dues and assessments in full, 1 has paid the 2004 dues, and 1 has paid the 2004 assessment. In addition, several past due 2002 and 2003 dues have been collected. We now have one 2002 dues outstanding, and three 2003 dues outstanding.
- The treasurer will mail out delinquent notices to all outstanding homeowners to include the 20% late fee as specified in the April dues / assessment letter.
- Two homeowners in attendance, paid their outstanding fees and assessments at the conclusion of the meeting. No late fees were charged to these individuals.
Discussion of Fire District Issues:
- Wissler Ranch Filing 1 petitioned to be included in the Tri-Lakes Fire district and was approved with the exception of one lot in Filing 1. The petition was prepared, circulated, and submitted by Homeowners within Filing 1. It was not a Board action.
- Recommendation to all homeowners is to contact you insurance company to see what your fire rating will be based on the distance to the new Fire Station under construction at Hwy 105 and Roller Coaster (scheduled to open this fall), and inclusion / non-inclusion in a Fire District.
- It was recommended that the board check the community water cisterns (qty 3) to see if they are full of water, and how they may be utilized by the fire response teams. Mr. Nick Dienes to investigate and repiort back at the next HOA meeting.
Maintenance Committee Report:
- Mike Coulup reported that he had not accomplished much with respect to the Entryway Landscaping project due to time constraints. Anyone wishing to help out should contact Mike at 481-9341.
- Mike reported that the removal of logs at the entryways will cost between $700 and $2000 based on bids he has received and how much volunteer help can be utilized in the removal. Mike to coordinate a volunteer day to prep the logs for removal. The date has not yet been scheduled.
Covenants Committee Report:
- Gary Fish was unable to attend the meeting, Mark Cookson gave the report in his place.
- Trailers remain the primary covenant violation to date. Gary is approaching each individual and requesting compliance.
- The only legally enforceable sanction for covenant violations the Board has is to impose a fine, and if the fine is not paid, to file a lien against the property.
- The covenants as written are open to several interpretations in many areas. It is the responsibility of the Board to interpret and enforce the intent of the covenants, which it will do on an individual basis.
- Discussed specific covenant violation of a garbage container that is permanently left down by the road (within ~ 50 feet) at 19928 Wissler Ranch Rd (McCormick). Mrs. McCormick has been contacted about the violation and has not made any attempt to comply with the Board request to move the container up by her house. The Board will send a letter to the McCormick's formally requesting the container be removed or a fine will be imposed until it is.

The next Wissler Ranch HOA meeting will be on 19 August at 07:30 PM at Kilmer Elementary School.
