Open Session 7:30 PM

1. Role Call

In addition to the Board members listed above, 9 homeowners attended the meeting.

2. Election Results

Pete Popp and Kathleen McCormick were announced as the Board's new president and vice president.

3. Old Business

Homeowners were reminded that they could comment on any business, but that the Board members were the ones who voted on business.

Rule for immediate safety violations: The rules were mailed to homeowners with no Appendix C.

Appendix C (re: immediate health, safety, or well being threat) was unanimously passed by the Board.

Immediate health, safety, or well being threats may first be passed on to legal channels because of the nature of the problems. The HOA may or may not take additional action. Homeowners will be encouraged to report these type of problems for legal action.

4. New Business
Proposal to charge fee of $25 to title companies. This was discussed as per discussion in Executive Session. Gene made a motion that no fees be charged. This was passed unanimously.

Proposal to Accept no further plans from a builder currently in violation of covenants. Kathleen made a motion that the ARC (Architectural Review Committee) decide on this policy. It passed unanimously.

5. Review list of covenant violations for letters - new business.

Stones around culverts -Kathleen suggested we check and make sure it is required by the county. Pete agreed to check into it. All stone around culverts non-compliance issues are tabled until we know if it is indeed required by the county. No letters sent to those homes at this time.

Stone pile at Wavy Oak and Lockridge belongs to the County.

Issue of garbage can stored in plain sight - agreed that the trash can was a receptacle and if it was stored by the house, not a problem. If garbage cans are left at the curb, that is a violation.

Large playground equipment - It was agreed this needs to go back to the ARC also. It was suggested that the newsletter would announce that constructing structures and/or large playground equipment should be sent to the ARC for approval.

Signs - Kathleen suggested that a policy needs to be made regarding the size and type of signs that builders and realtors can use. There was a lot of discussion from the floor and the Board members. It was finally decided to table this issue and send it back to the ARC.

There was discussion about how to change guidelines, covenants. This information could go out in the July newsletter so that if homeowners wanted to make changes, they could be presented at the annual homeowners' meeting in October.

6. Landscape plans - new business. Only three have been submitted for the whole neighborhood. The April newsletter will remind homeowners they need to submit plans. The plans can be simple, hand drawn plans showing the intention of the landscaping. If landscaping has occurred, no need to submit plans now. This policy is in effect from here on out.

7. WR Landscaping - New Business Kevin Light would like to see the Commons Area upkeep improved and also would like to have a long range plan for the area. It was suggested that swings would be a nice addition to the park. The April newsletter will suggest a day for the community to come together to clean up the area. Anyone interested in working on the Commons Area should contact Patti Morgan. Also, Patti said she will find someone to install the plexiglass at the mailbox area.

8. Welcome Baskets - New Business Renee Amey reported that welcome baskets would be given to homeowners new to the area as of Jan. 1., 2001. Also, her committee is working on a WR directory that includes phone numbers and e-mail addresses. Names will only be in the directory if Renee is contacted. She will address this in the April newsletter.

9. WR Entrance Signs - Pete removed the WR entrance signs. Renee elected to keep them at her house in case there was some need to use them. Kevin Light offered to help Pete remove the metal posts still in the ground. Patti suggested they need to be cut down to ground level since that area is mowed.

The meeting was adjourned at 9:20 PM. The next meeting will be Thursday, April 19. Submitted,
