Wissler Ranch HOA Board Meeting
March 14, 2002
UNAPPROVED
The meeting was called to order about 7:45 PM at Bill Fischer's home. In attendance were board members Pete Popp, Kathleen McCormick, Dave Aspenson, Bill Fischer, and Nancy Shanley. Shari Wilson also attended the meeting.
The 2002 budget was approved. Pete moved the budget be accepted, Bill seconded his motion.
The summer picnic will be August 25, 2002. The budget for the picnic is $300.00.
The garage sale scheduled for June 8 is cancelled due to lack of community interest.
Park Contracts:
There is no contract in place at this time for weeding of the park.
Cal said he would do the mowing for $40 less than last year.
The Wilson Brothers requested $12.00 to mow, that was accepted by the board. Mowing would probably cost $2,500 - $3,000.
Also, the Wilson Brothers suggested keeping a bag of sand by the mailboxes. That was also approved.
Improvements
Pavillion: To build a roofed structure about 20X30 or 20X40 would cost approximately $10,000.
Swingset: Playground equipment would probably increase the insurance premiums, but not significantly, $200 - $350. There would be $1,000,000 liability. The cost of a swing set, installed was not known, but it was estimated that an installed swing set would cost about $5,000. Shari suggested that a swing set would most likely be used more than a pavilion. Nancy agreed.
Landscape: Kevin Light is moving so we need someone to head up the landscape committee. Kathleen said she would ask her husband, Joe, if he would be interested. Meanwhile, Pete will keep an eye on things. Kathleen suggested the need for screening landscaping around the well head and hydrant. Also that we need to make sure that the grass is mowed and weeded and to make sure the parking lot stays looking nice. She also suggested that there are problems for those whose mail is located on the backside of the mailboxes. She suggested we look for a way to screen those homeowners from the wind and snow. Additionally, the security aspect was mentioned.
It was also suggested that we pave the wings by the mailboxes. Also to install gutters on the mailbox shed. Shari suggested that the mailboxes need to be fixed up and maintained - maybe stained. Also, she suggested benches for the common area (concrete/cement were suggested because they need to be permanent), and wildflowers in the commons area.
It was decided to prioritize the improvements and put the pavilion off for another year. The improvements were prioritized thusly:
1. Screening landscaping (take care of the eye sores first)
2. Fix up the mailboxes and pave the "wings"
3. Swingset

Addendum to March 14, 2002 HOA minutes
During the March 14, 2002,HOA board meeting at Bill Fischer's home, Pete Popp told everyone about the Amey's water violation and that the Amey's attorney had sent the Board a letter challenging the legality and authority of the fine we are seeking to impose. Also, the board agreed that since none of us were capable of handling the legal issues involved that we would turn the matter over to our attorney so he could write a response for the board and that we would follow the procedures we had in place for dealing with violations.
