Wissler Ranch HOA Board Meeting

Meeting called to order at 7:28 p.m.

  1. Pete stated his disappointment with low attendance by board members 2 meetings in a row. There was a discussion about members that rarely make meetings. Low attendance makes it difficult to have a quorum. Recommendation that Pete speaks with these members to see if they want to continue and suggest that if they can't attend, they need to resign.

    Action Item: Pete will call the board members in question to discuss his/her desire to resign.

  2. Water usage. Two homeowners, the Schafers' and the Fihlo's, were over their water limit in 2001. The Schafers said that their water meter was read more than 365 days from last year's reading. Kathleen reviewed the records and we prorated the amount by a few days. They were still over by ~ 10 thousand gallons. The revised overage was communicated to them via e-mail. Pete motioned that a letter be sent to the Schafers that they have 30 days to pay the fine. Dan seconded the motion and all agreed.

    Action Item: Gene Bergmeier will send them a letter by the covenants committee that they have 30 days to pay their revised fine.

  3. The Fihlo's had a water overage, as well. They have never reported their water meeting reading since moving in. Their meter read 495K gallons after ~ 3 years of living in the home. Since we donąt have data from previous years, Kathleen prorated the amount to determine that they were ~ 10K gallons over for the past year. They have yet to respond to the first letter. Bill suggested that we should discuss this with our attorney before sending them a certified letter demanding payment in 30 days. Bill made a motion to discuss how we proceed with the Fihlo's with our attorney and if this affects the covenant-violation issues with the Ameys or Schafers. Kathleen seconded and all were in favor.

  4. The next issue pertained to slash piles. The concern was fire danger and one homeowner complained about the piles being "trash piles". Bill suggested that we request a forest service agent drive through the neighborhood to assess our fire danger. Bill also suggested that we identify a period of time for slash piles to be removed. The recommendation is to have slash piles be removed within 60 days. Bill will call the Colorado State Forest Service. This will be posted at the mailbox immediately. Pete made a motion to consider slash piles as "unsightly" and we will send a letter to an offender that the slash pile is considered a violation of the convenants, is a fire hazard, and that a neighbor has complained. The letter will be written in "friendly neighbor" way. For example, 'Please be a good neighbor and remove the slash pile'.

  5. There was a general discussion about a better way to ensure that each homeowner uses less water than their allotment. Kathleen recommended that we enforce the 1500 sq ft irrigated lawn. However, this should be taken care of when homeowners submit their landscaping plans. Bill said that not everyone submits plans to the WR Design Review Committee for approval. This was left open without a resolution.

  6. Procedure for following up with homeowners. The board member that is contacted by the homeowner should follow-up with the homeowner to make sure that the issue has been handled. If an issue is raised to the attorney level, then we should limit communication and opinions to non-written forms of communication.
