  1. Call to order
    1. The meeting was called to order by Jim Montgomery at 7:37

  2. Attendees:
    1. Board members: Jim Montgomery, Mike Sabath, Nick Dienes, Gary Fish, Tony Gallo, Frank Gyetvan, Brian Freese, Brian Sells, and Bob Lindow.
    2. Committee members present: Sonja Sabath (treasurer) and Beth Gannon (landscape).
    3. Homeowners present (last names only): Andrew, Cookson, Criscito, Froehler, Gannon, Gaston, Keefe, Kutz, Major, Mattie, Maurer, Shields.

  3. Minutes - the following corrections were made to the Sept 20, 2006 minutes:
    1. Corrected spelling for Sonja Sabath's name.
    The minutes were approved.
    M/S/C: Gary Fish, Bob Lindow, approved (9/0)

  4. Vote for new Board Members.
    1. Three new board members were approved with the following votes (either by proxy or in person):
      1. Beth Gannon - 55 votes
      2. John Andrew - 55 votes
      3. Steve Gerard - 55 votes.

  5. President's Report
    1. Jim Montgomery presented a review of the current board and committee members and their responsibilities.
    2. Covenant & DRC Guideline Update:
      1. Jim Montgomery explained that the board has abandoned its plans to update the covenants because it involves getting approval from all of the mortgage lean holders in addition to the homeowners.
      2. Jim also explained that the board plans on updating the DRC guidelines to clarify the guidelines for fences and secondary structures. Most of the work has been done on this so Jim expects that the updates should be done soon.

  6. Treasurer's report:
    1. Sonja presented a review of the cash flow balance. The 2006 project estimate was $48,116.81 with a current actual year to date amount of $49,420.02.
    2. Sonja presented a review of the budget report. The 2006 budget is $18,562.00 with a year to date actual of $10,083.49. The board expects (when all actual costs are in for the year) to come in under the budget amount.

  7. Committee Reports
    1. Covenant Committee
      1. Current status for the year: 2 open issues, 8 resolved issues.
      2. The dominate issues were dogs, ancillary structures and motor homes.
    2. DRC
      1. Current status for the year: 3 house plans approved and 3 landscape plans approved.
    3. c. Water Committee
      1. Reviewed the boards new water policy.
      2. Reviewed where we are now based on the January reading estimate - 61% of total allotment. The board needs to get a November 15th reading to get an accurate year to year reading (from Nov 15 to Nov 15).
      3. Meter reading are to be done from the inside meter and by the homeowner.
    4. Landscape Committee
      1. With the completion of our new entrance ways over a year ago, we have had no trees die and only 1 or 2 small plants that did not make it.
      2. The committee will continue maintenance of the new entrance ways and common area.
    5. Maintenance Committee
      1. Replaced the rain gutters and stained the timbers on the common area mailbox structure.
      2. Plans
        1. The board plans on contracting out for someone to spray for weeds in the common area along the trails, playground and parking lot.
        2. Rework and repair timbers and replace (maybe fix) common area culverts.
        3. Once the above two items have been addressed the board will consider forming a committee to look into a common area pavilion.

  8. Comments and suggestions of Home Owners for the coming year:
    1. A homeowner brought to the attention of the board a safety concern. The common area has large hole that needs filling in near the center of the common area.
    2. The question was raised to see if the board had or knew of any programs to inspect our Wissler Ranch trees for pine beetles. Answer - Wissler Ranch does not have any programs to address the pine beetle, but homeowners can contact the National Forestry Service for an inspection of their property which generally runs about $50.
    3. The question was raised to see if the board had or knew of any program to promote the health of Wissler Ranch trees by recommending and performing tree thinning. Answer - Yes in general our trees are too dense and could use some thinning, but the board did not have or know of any programs.
