Meeting called to order at Kilmer Elementary School, 16 Sept 2004 at 07:38PM.
HOA Board members present: Mark Cookson, Gary Fish, Gerry Majors, Nick Dienes, and Mike Coulup.

  1. The August 2004 Wissler Ranch Meeting minutes were approved with no changes.

  2. Landscaping (mark Cookson)
    1. Thank you to everyone who helped with the fence tear down and removal. Stage 1 of the Landscape project is complete.
    2. Beginning Stage 2 of the landscape project to review bids with interested parties. Mark expects the bids (qty2) to be available early next week. Mark will host a bid review session at his house after the bids are received. Anyone interested in participating in the review process should contact Mark for date and time. Mark hopes to complete the plan/bid review, choose the contractor, and begin construction in Oct 2004. The budget for the Landscape project is $25k to $30k.

  3. Annual Meeting (Mark Cookson)
    1. The annual Wissler Ranch HOA meeting will be held on 28 Oct 2004 at Kilmer Elementary School cafeteria from 7-9PM. The agenda will be posted at the HOA board by the mailboxes 1 week prior to the meeting. Every homeowner should have received a letter in the mail last week discussing the meeting and containing the election / proxy card.
    2. The primary order of business at the annual meeting will be the election of new officers. We currently have 7 board members with 2 empty seats available. Mike Coulup and Marne Truillo's terms are complete at the October meeting, resulting in the need for election of four new board members. Currently we do not have any volunteers for any of the available four positions. Anyone who would like to volunteer, please contact Mark Cookson.

  4. Fire Report (Nick Dienes)
    1. Researched fire protection, effects on insurance rates, and relationships with different fire districts.
    2. Wissler Ranch currently at a Fire Rating of 10.
    3. Cisterns don't contribute to the fire rating.
    4. With completion of manned fire station at Roller Coaster and Walker, fire ratings of residents within 5 miles could go down based on response (911 service), efficiency of fire protection (manned, equipment types), and community water supply (hydrants - baseline is 250gal/min sustained for 2 hours). Every homeowner needs to check with their insurance company for policies.
    5. Tri-Lakes will complete an ISO survey in Oct to see if they can qualify for maintaining the 250gal/min requirement with alternate sources (hauling it in via tankers or fire trucks).
    6. Petition Status:
      1. Filing 1 (with a couple exceptions) completed the process and is under Tri-Lakes.
      2. Filing 2: Frank Gevetyn is currently circulating a petition.
      3. Filing 3: We need a volunteer to start the process.
      4. Filing 4: Signatures have been gathered, they are working on submitting them to Tri-Lakes.

  5. Treasurer's Report (Mike Coulup)
    1. Wissler Ranch HOA Treasurer's Report - ending 14 Sept 2004
    2. Checking account Balance: $56476.69
    3. September 2004 Expenses: $1479.57
      1. Landscape/ Maintenance: $1034.47 (Mailbox Lights, Picnic Table repair, trash removal)
      2. Picnic Expenses $345.00 (Canopy, clown, port-a-potty)
      3. Postage/Printing $100.10
    4. September 2004 Income: $378.00
    5. HOA Dues / late fee $378.00
    6. Outstanding Dues / Assessments: $2970.00 <$3564.00 w/late fees>

  6. Maintenance Committee Report (Mike Coulup)
    1. Mailbox lighting: Problem was a broken underground cable about halfway between the mailboxes and the Circuit breaker box. Service call by Whitney Electric: $824.11.
    2. Picnic Table Repair: One repaired in Aug, two in Sept. Total cost ~$250.00
    3. Entryway Log removal: Job about 99% complete - I need to make one trip to the dump with final cleanup materials.

  7. Covenant Committee Report (Gary Fish)
    1. 12 Letters were sent out for trailer and trash can violations. Each letter requested compliance within 60 days and asked for a reply.
    2. Six homeowners called Gary and indicated they will comply with the request.
    3. Gary is moving away from personal contact toward contact via letter, and toward more strict enforcement of the covenants.

  8. Picnic Report (Gerry Major)
    1. Picnic is scheduled for Saturday 18 Sept 2004 in the Wissler Ranch Common area from Noon to 3PM.
    2. A 20'x20' canopy has been ordered.
    3. A port-a-potty has been delivered.
    4. A clown will provide entertainment from 12:30 to 2:30 PM.
    5. Gerry is requesting additional items from Home owners like: grills, tables, coolers and ice. Anyone that can help out please contact Gerry.

  9. New Business:
    1. Mike Coulup requested a waiver to the 50 foot structure setback covenant to allow construction of a detached garage within approximately 35 feet of his lot line. His plan, as submitted to the DRC, was in violation of the covenants. The DRC requested Mr. Coulup request a waiver from the Wissler Ranch HOA Board. The request for waiver was approved by HOA board contingent upon Mr. Coulup obtaining structure building approval from El Paso County in the form of a building permit.
