Pete Popp called the meeting to order at 7:30 p.m.
- The first topic of discussion was the July meeting minutes. The minutes were asked to be modified to be more specific about the reason for the reduction for the Shafer's water violation fine. The minutes were amended and Pete motioned to accept the July meeting minutes as amended. Kathleen seconded and all were in favor.
- The next item was a general discussion of the August picnic. The consensus was that the picnic was a big success, especially since so many people attended. There was some discussion about the budget for the picnic, which is currently $300. We decided to discuss the budget next spring.
- The following topics are in regard to pending water violations.
- The Bullocks have a pit that they have been storing slash pile in. Gene Bergmeier from the Covenant's Committee sent them a letter that they needed to fill in the pit. They asked for an extension of 3 months. They were sent a new letter that we will not grant an extension and they will have 30 days from the time of the receipt of the letter to fill in the pit before a fine is assessed.
- Lorenz. Fence on Still Glen. Their plans were submitted. The house was approved but the fence was not. The homeowner said we did not review the plans within the requisite 30 days; therefore the plan is approved by default. He got a lawyer involved and the issue is now in the lawyer¹s hands. The fence was disapproved because it was visible from the street and because it is constructed within the 10 foot easement of the property. When this was communicated to the homeowner via Pete Popp, the homeowner refused to discuss the issue and said that he would sue us if we delayed the construction of his home.
- Shari Wilson violation. She received a covenant violation regarding a camper that is visible from the road. Since receiving the violation, she has put a natural wood pile in front of the camper. In addition, she camouflaged the camper with a tarp. She has not heard back from the Covenants Committee and she says it has been nearly 2 months. Pete apologized for the delay in responding to her.
- Overuse of water by the Filho's. They have communicated with Kathleen that they will not resolve the issue and will not work with us. Kathleen said that they will hear from us again. Gene Bergmeier was not present so the exact status of the issue is unknown.
- New business: The Covenant's Committee. Gene could not attend because of prior obligations. A new letter has to be written to the Filho's, the Bullock's, and 45 letters for external water meters. We are getting behind and Pete raised the issue that Gene may be too busy to handle the Covenant's Committee. Shari said that the board needs to be responsive if we expect the homeowner's to be responsive. Dave made a motion to add 2 new members to help with the Covenant's Committee. Pete seconded the motion. All were in favor. Kathleen and Dan volunteered to help. Pete will call Gene tomorrow to let Gene know of the decision.
- Nancy was asked by a homeowner about a fall Garage Sale. The decision was that we have tried to do this in the past with little success. If a homeowner wants to do this, the responsibility for organizing the event would be up to the homeowner.
- Newsletter. Frequency of newsletter. Nancy suggested sending the newsletter prior to the annual meeting. Kathleen thought a newsletter shortly after the annual meeting to let them know about the new board, etc. Shari said there is too much information about water issues, which is because very little else is submitted for the newsletter. We all agreed that a lot of other things need to be added to the newsletter.
- Supposed water violations. The Bullock's seem to exceed the 1500 ft2 of irrigated land. Pete suggested that we
